The Otherverse is actually a piece (districts 9 and 10) of the Meniverse. Joe spent a total of 17 years completing the project. There are both nice (63%) and evil (37%) citizens in the Otherverse. The air is underpolluted. Today many people consider the Otherverse to be a place where nice and evil people can coexist without fear of war or segregation.
